Job description:


The Local Adaptation to Climate Change (LACC) Project works for land use planning and management, integrated water and forest resources management, environmental conservation and management, climate change adaptation and disaster risk reduction in Sudurpaschim and Karnali provinces.


The Water Resources/WASH Specialist will advise and support the design, implementation and monitoring of WASH and renewable energy schemes, ensure incorporation of CCA and DRM in all project guidelines with a sustainability focus, and work closely with local governments and technical staff on water resources management approaches.


Academic Qualifications:


Master’s degree in Water Resources Management, Engineering, Water Supply and Sanitation, Natural Resources Management, Rural Development or equivalent degree


Nepal Engineering Council: Registration (mandatory)


Language requirements:


Fluency in written and spoken English and Nepali, preferably competence in local languages


Experience and skills:


  • Minimum 10 years relevant (watershed management and WASH) work experience 

  • Experience with DRR, watershed management and climate change adaptation (CCA) 

  • Substantial relevant experience in water resource management, natural resource management or environmental engineering 

  • Extensive experience in planning, implementation, monitoring, and evaluation of climate change adaptation and mitigation, climate resilience and disaster risk management actions, as well as work with local governments 

  • Competencies in technical design of WASH structures 

  • Ability to write coherent and analytical reports, and dissemination materials.  

  • Strong interpersonal and communication skills, ability to work and communicate in communities of diverse cultures. Sensitive to GEDSI and HRBA issues 

  • Experience to work in a team, but also to be self-directed, with a focus on results 

  • Strong ethics and experience dealing with sensitive community dynamics and conflict 

  • Excellent written and oral communication skills, and fluency in English 

  • Experience in cooperation with development partners. 

  • Training and facilitation skills 

  • Demonstrated computer skills, including MS Office, MIS systems, databases and mapping (GIS/GPS) 

  • Experienced in Water Supply scheme design software package  

  • Experience and good track record of working with Finnish or EU Projects will be value added


Key Duties:


PLANNING, IMPLEMENTATION, MONITORING AND REPORTING


  • Support to design, implementation and monitoring the watershed management and water supply schemes and initiatives in the local levels (working closely with TA Adviser – Technical Support 

  • Checking of designs, specifications and tender documents and following up, guiding and improving tender procedures 

  • Updating and Integration of climate change and disaster risk management/ preparedness related indicators into MIS  

  • Contribute to the development of M&E system and post-construction activities with municipalities and communities  

  • Ensure that required data for MIS and monitoring is collected and provided as required 

  • Integration of GEDSI and HRBA principles into technical planning, implementation and O&M of schemes, in collaboration with GEDSI advisor 

  • Other duties as assigned by Team Leader/Chief Technical Adviser 

 

CAPACITY BUILDING

 

  • Expert work on climate-resilient water resources development including source protection, watershed management, spring recharge approaches 

  • Support training to PSU and Advisers on environment/CCA/DRR/water resources management 

  • Development of training materials, and coordination and monitoring of training for technical advisors and local level technical staff on review and development of designs of climate vulnerability resilient WASH structures 

  • Integration of environment/CCA/DRM dimensions into the project implementation manual (PIM) and incorporation in project documents and guidelines, as well as in relevant technical planning, design, implementation, post-construction and monitoring processes, including WSP+++, at scheme and ward/Municipality levels 

  • Lead / co-lead the research and studies to assess the context and status in WASH & Water Resources Management thematic area, and prepare communication materials
