Job description:
The Local Adaptation to Climate Change (LACC) Project works for land use planning and management, integrated water and forest resources management, environmental conservation and management, climate change adaptation and disaster risk reduction in Sudurpaschim and Karnali provinces.
Technical Officers are short term positions that are hired to support local communities, user committees, and municipality WASH and Environment Units in technical planning, implementation and monitoring of water, sanitation, and irrigation schemes and related plans by utilizing the approaches and guidelines practiced in RVWRMP and RWSSP-WN projects. Technical Officer duties include, but are not limited to, the preparation of technical survey, design and estimates, Water Safety Plans (WSPs), trainings and reports.

Academic Qualifications:
Bachelor’s degree in civil engineering or Diploma in Civil Engineering or pre-diploma or equivalent
Language requirements:
Good reporting skills in English and Nepali
Experience and skills:
Minimum 2 years for bachelor’s in civil engineering, 5 years for Diploma in Civil Engineering or 10 years for pre-diploma or equivalent of experience in community-based water supply scheme, irrigation schemes and accessible public/school/ institutional toilets survey, design, implementation and conducting technical (VMW, WSP, bioengineering, irrigation and other civil structures) trainings at community level
Proven experience to prepare design-survey-estimates working with the local governments, users committee and their community
Ability to support users’ committees in planning, implementing and finalizing their investment schemes, including preparation of Measurement Book
Earlier experience with RVWRMP and/or RWSSP-WN projects is a minimum requirement. Applicant must have proven experience of the approaches and guidelines (such as GEDSI, CCA and DRR) practiced by RVWRMP or RWSSP-WN.
Experience in other WASH projects with similar nature (already familiar with the guidelines, contribution patterns and other practices such as GEDSI, CCA and DRR) and experience working in Sudurpaschim and Karnali will be an asset
Good command in water supply design software handling, accessible toilet design and AutoCAD drawings. Experience in the solar/electric lift water supply scheme is an asset.
Good computer skills (MS office and AutoCAD)
Good social and team working skills
Key duties:
TECHNICAL FACILITATION
Support (Rural) Municipality WASH and Environment Unit in preparation of technical survey, design and estimates according to technical standards and RVWRMP III contribution pattern
Conduct technical training at community level as trainer and support (Rural) Municipality WASH Unit to manage and report those trainings
Enhance capacity of technical persons of (Rural) Municipality WASH Unit and other municipality technical staff by joint action on survey, design, supervision, monitoring and evaluation of water supply and sanitation schemes
Train and support as needed the teams preparing Water Safety Plans (WSPs) especially for the technical aspects
Ensure timely completion of quality construction according to BOQ and standard designs
Ensure GEDSI aspects are taken into consideration in all activities
MONITORING
Facilitate scheme monitoring as per the Step-by-Step guidelines
Participate in (Rural) Municipality WASH Unit meetings to align personal workplan with the other priorities
Monitor the preparation and quality of WSPs and other local plans as requested by (Rural) Municipality WASH Unit
OTHERS
Report to Supervisor on a monthly or event basis
Any other duties towards the achievement of project objectives assigned by the supervisor
