Job description:


The Local Adaptation to Climate Change (LACC) Project works for land use planning and management, integrated water and forest resources management, environmental conservation and management, climate change adaptation and disaster risk reduction in Sudurpaschim and Karnali provinces.


The TA Advisor will bring their experience in one of the required fields, to enable them to support local government and community level planning, implementation and monitoring of the project activities.


Municipal TA Teams consist of Technical Assistance Advisers and Natural Resource Management Experts (NRM Experts to be recruited later). The municipal teams are recruited and matched to reach the best possible professional complementarity within a team, i.e.  TA Adviser and NRM Experts jointly should be able to cover as much as possible of the work in the following sectors: Environment Conservation, Natural Resource Management, Rural development, Forestry, Agro-forestry, Water Resources Management, Irrigation, Watershed Management, WASH, Land use planning, and Local Governance.


Academic Qualifications:


Bachelor’s degree in Environment Conservation, Natural Resource Management, Rural development, Forestry, Agro-forestry, Water Resources Management, Watershed Management, Land use planning, Local Governance, Gender or other relevant discipline.


Language:


Fluency in written and spoken Nepali, good English, preferably competence in local languages


Experience and skills:


  • Minimum 7 years relevant work experience in watershed management, natural resource management, environmental conservation, DRM, land-use planning, rural development, integrated water resources management, forestry, rural development, GEDSI, livelihood development or local governance 

  • Experience working with international (donor funded projects) 

  • Strong interpersonal and communication skills, ability to work and communicate in teams and communities of diverse cultures. Sensitive to GEDSI issues. 

  • Strong ethics and experience dealing with sensitive community dynamics and conflict

  • Training and facilitation skills 

  • Experience and good track record on working in a Finnish Project in the past will be value added


Key Duties:


PLANNING, IMPLEMENTATION, MONITORING AND REPORTING


  • Responsible for planning, coordinating, monitoring and reporting of all the Project activities together with the working local governments.

  • Support local governments Project Management Committees to analyse the livelihood/ poverty/ GEDSI/ water and sanitation/ watershed management/climate change adaptation & disaster risk management situation of the the working local governments.

  • Support preparation or updating of relevant local government level plans, directives, guidelines and manuals, depending on area of responsibility and experience – e.g. Water Use Master Plan (WUMP), Total Sanitation Plan, Livelihood Improvement Plans, WASH Plans, Forestry and Environment Plans, LAPA, Water Safety Plans, disaster risk management plans, etc. at the local government and community levels

  • Support and advise local governments in planning, coordination and management of their activities, including preparation of work plans, budgets and management of funds

  • Support the local level and communities in planning and implementing their schemes

  • Ensure integration of GEDSI and human rights principles into technical planning, implementation and O&M of all activities, in collaboration with GEDSI Specialist.

  • Ensure that disaster risk reduction, climate resilience, low emission development and environment protection are mainstreamed into all activities supported by the project

  • Support the preparation of agreements among stakeholders for various phases of scheme implementation - e.g. agreements with the Users Committees

  • Support local governments to release funds in a timely manner to Users Committees

  • Participate in monitor the progress of activities and schemes as project representative

  • Support collection and provision of the required data for MIS and monitoring

  • Prepare technical and financial progress reports for PSU including Natural Resources Development Fund (NRDF) status of associated local governments

  • Facilitate local governments to prepare quarterly and annual reports according to GoN regulations

  • As a member of Municipality-Project Management Committee will participate in decision making of the local level

  • Other duties as assigned

 

CAPACITY BUILDING & AWARENESS RAISING


  • Assess the existing capacities and identify needs for further institutional support and capacity building of sectoral actors

  • Support the development of training, and participate in technical and behaviour change capacity building at local levels

  • Prepare communication materials as requested (eg. blogs, stories on specific subjects, materials for local media, etc)

  • Assist local government to organize joint campaigns or celebrate ‘Days’ in sectors of environment, water supply, sanitation, natural resources management, GEDSI and others

  • Organise watershed level coordination meetings between local government and other relevant stakeholders, to organise joint activities and share experiences
