Job description:


The Local Adaptation to Climate Change (LACC) Project works for land use planning and management, integrated water and forest resources management, environmental conservation and management, climate change adaptation and disaster risk reduction in Sudurpaschim and Karnali provinces.


The Management Information System (MIS) Advisor will develop and maintain the project MIS and support monitoring and learning from the project. They will enter planning data to the LMBIS, and will provide disaggregated data in line with the project’s result framework to support technical and financial reporting.


Academic Qualifications:


Bachelor’s Degree in Information Technology, Development studies, Economics, Statistics, or other relevant discipline. 


Language:


Fluency in written and spoken English and Nepali


Experience and Skills:


  • Minimum 7 years of relevant experience in MIS and monitoring project implementation

  • Experience working with large donor-funded government project, bilateral or multilateral aid agency, or similar.

  • Experience on conducting data analysis and research work on relevant topics, such as WASH, water resources management, agriculture, forestry, climate change, disaster risks etc.

  • Demonstrated experience of working with the Ministry of Finance planning and budgeting system, especially with LMBIS

  • Demonstrated experience with data and database design, management and analysis

  • Experience with linking project components and activities with the MIS to facilitate disaggregated technical and financial monitoring

  • Experience working with technical team members to produce reports with accurate, updated data

  • Excellent advanced Excel skills along with other programs within MS Office. Experience with the ARC-GIS or QGIS or similar is an asset. 

  • Good experience and understanding of web/mobile applications for data collection and software coding languages

  • Strong interpersonal and communication skills, ability to work and communicate in communities of diverse cultures. Sensitive to GEDSI issues

  • Excellent communication and report writing skills in both English and Nepali


Key Duties:


MANAGEMENT INFORMATION SYSTEM (MIS)


  • Develop and maintain MIS system for the project, incorporating all outputs, results, objectives and impact indicators, in coordination with sector experts and other relevant project staff

  • Design data tracking tools and train project staff along with local level’s project unit on its use

  • Receive real-time, monthly, periodic status updates and add them to the MIS

  • Ensure that data is disaggregated regarding gender, caste, ethnicity and dis/ability (and any other criteria defined by management) and made available for the project staff as per their requirements 

  • Prepare the status reports in monthly, trimester, half yearly and annual basis

  • Prepare the status reports for the MFA Finland and the EU system related indicators as required

  • Support in data management and data analysis for the planning process of the local level

  • Visit participating local governments / project offices to ensure adequate quality of information in the MIS, and support their development of RM MIS

  • Develop contents and facilitate training in MIS/GIS with staff and local stakeholders

  • Prepare GIS maps for project use, as needed

  • Enter planning data to the LMBIS system each year, together with the DTL

  • Follow up and collect the Municipality level expenditure reports from the Government’s system verified by the Office of the Comptroller of the Treasury and Accounts, on a monthly basis, coordinating with the LACC Administration, Finance / Account monitoring section, compile it and provide to Project Coordination Offices (PCOs) and the relevant line Ministry as per requirement

  • Liaise with staff and local government staff regarding data needs for, or accessing data from, the national WASH-MIS

  • Coordinate with sectoral agencies at provincial and national level to mainstream project MIS with national database 

  • Any other duties as assigned by the supervisor

 

MONITORING AND LEARNING


  • Produce and collate necessary disaggregated data summaries and reports from the database in a timely manner to support production of semi-annual and annual progress reports

  • Participate in RM and scheme level monitoring as required 

  • Support annual performance evaluation of the local governments.

  • Liaise with staff regarding options for additional monitoring data collection and how it could be incorporated in the MIS, as needed

  • Support training in MIS and GIS use by technical staff

  • Support experts to prepare research papers, communication materials and reports for the project, with verifiable data
