Job description:


The Local Adaptation to Climate Change (LACC) Project works for land use planning and management, integrated water and forest resources management, environmental conservation and management, climate change adaptation and disaster risk reduction in Sudurpaschim and Karnali provinces.


The Gender Equality, Disability and Social Inclusion (GEDSI) Specialist will provide technical assistance and capacity building support to ensure that issues of gender, caste, ethnicity, social inclusion and disabilities are meaningfully considered in the project activities and that all have an opportunity to actively and meaningfully participate in the project. In close coordination with team members, the GEDSI Specialist will build the capacity of project partners, including national and local stakeholders and implementing partners, in this area.


Academic Qualifications:


Bachelor’s degree in gender or development studies or a relevant discipline


Language:


Fluency in written and spoken English and Nepali, preferably competence in local languages


Experience and Skills:


  • At least 6 years after Bachelor’s degree or 3 years after Master’s degree of relevant experience working to address gender and/or social inclusion in the rural development context

  • Knowledge on natural resource management, local governance and/or WASH sectors or other relevant disciplines

  • Extensive experience of working with rural communities in issues related to natural resource management, climate adaptation, and gender equality and social inclusion including persons with disabilities

  • Experience conducting and synthesizing information from key informant interviews and focus discussion groups to enhance GEDSI performance in donor-funded programs

  • Experience developing and delivering GEDSI training and capacity development packages preferred

  • Demonstrated experience designing, implementing, managing, and evaluating behaviour change interventions, preferably programmes with a social marketing component and using theory and evidence to design, monitor, and evaluate behaviour change interventions and action related to discriminative social norms

  • Ability to write coherent and analytical reports, and dissemination materials

  • Strong interpersonal and communication skills, ability to work and communicate in communities of diverse cultures

  • Experience to work in a team, but also to be self-directed, with a focus on results

  • Strong ethics and experience dealing with sensitive community dynamics and conflict

  • Excellent written and oral communication skills, and fluency in English

  • Experience in cooperation with development partners

  • Experience in human rights or social development related issues will be an advantage

  • Experience and good track record from working in a Finnish-supported Project in the past will be added value


Key Duties:


PLANNING, IMPLEMENTATION, MONITORING AND REPORTING

  

  • Development of the GEDSI and HRBA strategy and action plan, its monitoring and application to annual workplans and budgets, and its continued improvement based on monitoring and learning

  • Development of HRBA and GEDSI strategy monitoring plan for project interventions, including disaggregation of data

  • Supporting implementation and monitoring progress based on the GEDSI and HRBA indicators, together with the LACC team

  • Working in close coordination with provincial government and local government, stakeholders and other relevant agencies to ensure GEDSI and HRBA-sensitive approaches are applied throughout the project

  • Undertake quarterly reviews of the progress on HRBA and GEDSI interventions of the LACC project; and propose adjustments if needed

  • Supporting the MIS Adviser to maintain disaggregated data, project management to include GEDSI in all project reports; and support project manager and financial administrator to allocate sufficient GEDSI budget

  • Development, coordination and monitoring of DMM related programmes/activities

  • Ensure GEDSI is considered in all TOR, activity design, guidelines, reports

  • Prepare materials for communications via blogs, LACC Facebook page, social and traditional media, scientific publications

 

CAPACITY BUILDING


  • Deliver GEDSI and HRBA training of project staff (initial and refresher), municipalities, stakeholders, and relevant committees and beneficiaries

  • Preparation of training modules in GEDSI topics related to schemes and natural resource management at ward/local level, for community and functionaries, and training of trainers for sector partners to undertake these trainings

  • Preparation of comprehensive dignified menstruation training package, and organisation of regular interaction with and trainings to communities

  • Work together with LACC team to develop tools to transform the guidelines into practice for behaviour change of the community people and the key stakeholders

  • Participate in behaviour change capacity building at local levels. 

  • Lead / co-lead the research and studies to assess the context and status in GEDSI thematic area, and prepare communication materials 

  • Other duties as assigned by Team Leader/Chief Technical Adviser
